He holds a Master’s degree in Management and a Bachelor’s degree in Electrical and Electronics Engineering, supported by a suite of professional certifications and memberships, including the Chartered Institute of Procurement and Supply (CIPS, UK) and the Chartered Institute of Administration (CIA). His professional development includes specialized training in ethical procurement, supply chain systems, and the digitalization of humanitarian and social assistance programmes, positioning him at the intersection of operations, technology, and development programming.
Otse has delivered measurable impact through transformative initiatives, including serving as Manager for pioneering projects such as Cash Transfer Programming (CTP) in Nigeria and the integration of Mobile Money Technology into Economic Security (EcoSec) and livelihood programmes. He also led the implementation of large-scale Social Protection programmes through the National Cash Transfer Office (NCTO), consequently enhancing financial inclusion for vulnerable populations. In addition, he has served as an Oil and Gas Accounting Consultant to the Nigeria Extractive Industries Transparency Initiative (NEITI). He also operates as a procurement consultant, advising on strategic sourcing, contract management, and governance frameworks across diverse sectors.
He currently serves as the Administration Manager at Sahel Consulting, where he provides enterprise-wide leadership in policy development, implementing strong compliance frameworks, governance structures, strategic operational execution, and the establishment of top-tier procurement, administrative, and logistics systems.
